Developous
Basically, uber strong, but watch that nasty penalty. Who would dare to oppose it? I doubt anyone... But the price tag... oooh that price tag! Like bazoo, but with much worse penalties for declining.

CrabHelmet
What penalties? I see no penalties here. This card is brokenness in its purest form.
Developous
If you read, you need to send 3 cards out of play every turn. If you cannot, it's removed from the duel. There's no option in that matter. You pay OR you remove. It can really add up over several turns.
rholowie
Sadly, your opponent will have lost already by then. You don't need other cards if you have this. Overpowered to the extreme.
Developous
3000/3000 5* keep cost? Or perhaps: "Damage to opponent's life points is 0 when this monster attacks."
CrabHelmet
Removing cards from your deck from play costs no advantage, and may even help you depending on what cards are removed, such as D.D. Scout Plane. Even if it did cost advantage each Standby Phase, with a card this powerful, there aren't going to be several turns over which the macromill adds up. Remember Cyber Stein? Remember how he was banned due to ridiculously easy OTKs? Notice how this card is basically the sort of monster that Cyber Stein would be used to summon, except without the 5000 LP cost? Highly overpowered.
