If this monster is used as Xyz Material for an Xyz Summon and this card remains as an overlay the Xyz Monster gets one free Overlay Effect without banishing an overlay unit. This effect can only be used once per Xys Summon.

If you resolve a Rank 5 monster's effect twice you have probably won. I don't think there's a call for this to be Level 5.

 

For the effect: "Once while this card is attached to an Xyz Monster, you can activate the effect of the Xyz Monster without detaching Xyz Material. The effect of 'Skull Iscream' can only be used once per Xyz Monster."

Actually, if I understand right, it should give the effect to the Xyz Monster, something like this:

"An Xyz Monster that was Summoned using this card as Xyz Material gains this effect.

● Once, while this card is on the field: You may activate one of this card's effects without detaching Xyz Material."

(Wording for the first part from Extra Sword, and the Second part is my best guess.)

Not quite sure how to directly refer to the effect to make it only once per Iscream, but it should be mostly correct.

Otherwise, it's alright. Nothing too terribly special, especially with the unfavorable level. It's not really an effect that needs to exist, as If an Xyz Monster uses all of its Materials, It's probably because it's saved itself with them, such as with Maestroke, Laggia, Gachi, and others.
