D.A._Sakuyamon
I was board so I made this. -Shrugs-
Return all monsters on the field to the Deck: Your opponent Special Summons 1 monster from the Deck with the highest level, then Special Summon 1 monster from your Deck is equal to or lower then it's level. You cannot activate other card effects the turn you activate this card.
L0SS
I don't really like this school of design. It's a reset button that gives your opponent a slight advantage. What kind of scenario did you intend for this card to be used in? Also, the sentence: 'Your opponent Special Summons 1 monster with the highest level' is odd, but I assume you meant the highest level of monster contained in their deck. To be honest, I would let them summon any Level monster they wish, as this would avoid sticky OCG, but still makes sense with the second part of the effect, whereby you can only summon a monster equal or lower to that. I'd also make it balanced by making sure that you control a monster to activate the effect, otherwise it's like some kind of Dark Hole with an added bonus. With that said, OCG fix: If you control a monster: Return all monsters on the field to the Deck. Your opponent Special Summons 1 monster from the Deck; then, Special Summon 1 monster from your Deck whose level is equal to or lower than the level of your opponent's monster. You cannot activate other card effects the turn you activate this card.

That's what the image is suppose to point out. The problem with having your opp. choice any monster is that they could ss. a monster of a level low enough that you yourself cant summon. And I worded it that way (albeit aware that the ocg wasn't great) to fit along the lines of the image. The first part is just meant to allow the clash to make sense all the I'm fully aware that it could impact the balance of it which is why I tacked on the last bit.
