I'm not sure what I was going for with this, but I like the end result.  It's the first time I've made a card in a while, but I don't think the OCG was all that rusty.  Basically, the most ideal Deck to play this in (at least on paper) would probably be Monarchs as an obscure sort of tech, but on its own would probably be the most effective way to use it.

 

But it's quite slow, so I'm not sure if it would even see play there.

 

Rulings wise, I worded it so that even if it would be destroyed and banished, you can still Special Summon it back by banishing a card from your Graveyard (regardless of whether or not this card actually goes to the Graveyard).
