I thought this might be a fun idea. It supports that you don't have a lot of monsters in your Extra Deck.

If your opponent has more cards in their Extra Deck than you: Send 5 random cards from their Extra Deck to the Graveyard. You can only activate 1 "Over Encumbered" per Duel

Probably a bad idea. If you have no cards and your opponent has 15; you could kill a large number of decks that rely on Xyzs. I think having the potential to destroy a whole portion of the gamestate is a little much; having said that, if it was limited to 5 or something, it could be okay. I actually think it could be a good idea, but this is too much at the moment.

Something like 2-3 would be good, 2 wouldn't be good, but 3 would be just right I think, but not OP. Interesting concept though. 

I would like it to be at 5 or maybe a bit higher. Could it be that it also put some of your own mosnters in the Grave?

It's not useful. For one thing, it is random. You might hit some of their important boss monsters, but by the time you draw into this, they might've Summoned some of them already. Multiple copies of this do nothing, and it will not save you in a critical situation. Most importantly, you put yourself at the same kind of disadvantage as your opponent by losing Extra Deck options.

 

If there were some direct benefit to you, instead of just hindering your opponent, maybe it could work.
