This card is wordier than it needs to be. Try this:

 

Cannot be Special Summoned except by Ritual Summon. You can Ritual Summon this card with "Justice is Truth". Once per turn: You can roll a die 3 times and target 1 face-up monster you control; the target gains ATK & DEF equal to the higher result of the die roll x 100.

 

The card is kind of meh. It's only useful on Ritual Summon at which point is stuns two Set S/Ts but there's nothing stopping your opponent from chaining them in response. Then it boosts one monster you control by a max of 600. The only good thing about that is that it's permanent. However the card just doesn't seem worth it.

I tend to not like beatdown monsters, but the addition of Xing Zhen Hu on it makes for an interesting card. That, and the way you made it boost a more random variable then most "This card gains 1000 ATK" or something. I really like it. I would, however, recommend lowering the DEF on it, as this stat combination is way to high to seem right on a Lv. 7 Monster, even if it can't be revived.

Well thanks for the words, really; I did put effort into this, though ever so slightly. I thought it was balanced enough as it was, but the Def value I'll consider lowering. once again, thanks.

 

 Edit: I lowered her Def to 2800. i think that about balances it mostly.

I wasn't really saying the DEF value knocked of its balance, but moreso saying as a Level 7 the stats on it were really high. Only 7 other cards in all of Yu-Gi-Oh! are Level 7 with both ATK and DEF being equal to or greater than 2500 (1 being an Xyz with Type-strict material, 1 bieng a Synchro with Type-strict material, and all but Gorz being hard to Summon/keep on the field).

Also, she has a very odd name. Soha is a village in Pakistan, which makes me question is she from Pakistan and why. Also, ":" is usually used after a catagory, such as "Number ??:" (only other instance is "A-Team:", so is Soha a group similar? If that is HER name, then just make it "Soha, Knight of" or something of the like. As for Resplendence, I really like that part, as it fits her really well in the fact the art holds a beautiful girl who appears prideful, which fits the word to the T.

She's Korean, and my oath sister's partial name. Its actually 'Sohashin', in China, but Korean is 'Yeon-soha'.
