Lore: Cannot be Normal Summoned or Set except by Tributing 3 monsters you control. Can only be Special Summoned from your hand while 4 or more of your WATER monsters of different names are banished. When this monster is Summoned: Return all other monsters on the field to the owner's hand, cards and effects cannot be activated in response to the activation or effect of this monster. Can only be Special Summoned by tributing 3 monsters you control while you have 4 or more banished WATER monsters with different names. When this card is Special Summoned: Return all other monsters on the field to their owner's hand. Effects cannot be activated in response to this effect's activation. This card is unaffected by Trap Cards." Decrease the Level by 2, reduce the ATK by 400, the DEF by 400, and add a "the turn it was Summoned" behind the immunity to Traps and you have yourself a legitimate, balanced card.
