So, I've been back for a while ( a few days). I decided I would make and post a simplistic card, see all your thoughts. CnC is accepted, and very much encouraged.

When this card is banished: Target 1 card on the field; return it to it's owner's hand. If this card attacks, your opponent cannot activate any Spell/Trap Cards until the end of the Damage Step.

I suppose it's fine.  The bouncing upon its banishment perpetuates the idea that it's combo-oriented, but could potentially be a problem with stuff like fiendish or call.  I'd make it only bounce your opponent's cards.

 

The ancient gear clause gives it more viability as a beatstick, although most level 4 beaters have 1900 ATK.  I think you could bump it up to 19 without a problem.

1900 could be done. However, I think the first effect justifies some weakness in the card, and the lack of ability to clear a Rai-Oh seems fine.

The combo with continuous cards makes it more interesting. You could see it as a way to be used for those, which would only be in a meta environment, in which this card cannot even hold a candle to. However, you could also see it as an interesting dynamic to be included in other decks that really like continuous cards.

Ideally, it was made for Vivit Knight (LIGHT Beast-Warrior, banish to Summon when attacked, would bounce a card, possibly preventing OTK by doing so and set up an Xyz Play), or to return Tenki (It is a Beast-Warrior. Search it, NS it ((perhaps with Future Visions)), bounce Tenki, search next turn). I just thought it added alot of dynamic to the card as a whole. Instead of standard beatsticks, it becomes combolicious aswell!

Ah, I see where you're coming from.  I suppose continuous card abuse would be *ok* in a context like this, although I personally try not to delve into that sort of design.

I didn't make him with abuse in mind, in fact, I hadn't thought of returning cards like Tenki/Call until you spoke the word. It made me appreciate the card and game alot more. How such a simple effect could go on to become an important or atleast playable engine of sorts.

I made him only with Vivit Knight in mind, and it sprouted into something greater, which is great in my oppinion. Though, if it is overpowered, I can alter it.
