Hello again, people of YCM! I'm taking a little risk here, but I think that this card turned out good. As always, there are flaws, so point them out and I will try to fix em!

Engine Archer; Level 4 Machine Type. Earth Attribute

Lore: Once per turn; You can reveal one level 5 or lower monster in your hand besides "Engine Archer"; Send it to the Graveyard and Special Summon any other copies of that card in your deck or hand to the field; Those monsters cannot be used to Tribute Summon. You cannot conduct your Battle Phase the same turn you activate this card's effect.

So, how is it?

This is still basically top, but I'll bump this so it isn't forgotten :P

Just so that you know, you can only bump once every 24 hours. Won't warn you though because you're still learning the ropes.

Effect: Actually loving it, but I can't help but feel that's a little bit on the too good side as it currently is. Maybe it's just me being incredibly poor at Theory-Oh! after waking up, but making this a splashable "Discard Level 4 to make a Shock Master" doesn't exactly seem like the fairest thing in the world. However one could argue that Shock Master is the problem in this case and not this guy, so I guess that's a thing. I also like how you got rid of the thing that made Summoner Monk a bad card. (Making it discard at resolution and not as a cost)

Design: I don't like the fact that it's actually pretty low on costs, though it does rely upon your hand more than anything so that's a thing. I'm not entirely sure on whether I like the design on it or not, encourages overextending for little to no cost and drawbacks aren't really considered of good design. I don't know though, I might actually just be awful atm and it could be perfectly fine for what it does.

Flavor: I don't understand the flavor really, not particularly a fan. The effect doesn't really suit with the entire feel of the card, so I guess that's a negative.

Overall: It's actually a pretty good attempt for one of your first cards. Flavor isn't all there and I'm not especially a big fan of the design, but I really do like the initial effect. Makes it seem like a weaker, more hand reliant but easier to reuse Rescue Rabbit.

Thanks for all the feedback, a weaker but recyclable Rescue Rabbit was what I was going for. On the flavor; I imagined the archer using the discarded monster as ammunition then shooting it towards empty monster zones :P But I see where you're coming from, could of made it another Rescue animal instead.

Something about this card being OP makes me believe it is OP.

I won't go and get into combos like pointing out a discard of Crane results in a 2-3 material Xyz and a draw 2, or Star Drawing makes a rank 5 and a draw 2, or etc. etc. Just the fact you can +1 off of it is OP in Yu-Gi-Oh! You tend to never want to make a card a +1 straight up (aside from Normal Summon to search, which is a generally well accepted +1, but never +1 from Deck to field, especially when 2 are from the deck). You turn any monster into a Rescue Rabbit that is not picky, doesn't take up your Normal Summon, and doesn't care to negate their effects.

Now, if you wish to pursue the route of this effect, I suggest making it so it can only Summon 1 monster of that name from your Deck, also, make it not remove the BP. That way, you only get a 0 (never a straight up +1, which makes this card unbalanced should it remain). Make it also Special Summon only from the Deck. Then, this card is good at dumping a card in hand you need in grave as well as giving you the chance to get a second to grave/make an Xyz play, which you can't complain about. This card's Machine Status make for some interesting combos into Gear Gigant X in dedicating Machine Decks.
