It's still reeling from Book of Moon being put to 1, not to mention One Day of Peace getting limited. Oh well, let's try and solve the first one at least.

You can banish this card from your Graveyard: flip 1 monster you control into face-down Defense Position until the End Phase. You can only activate the effect of "Advance Commander" once per turn.
 
Empty Jar as a deck is not fun to play against, and I in no way would condone Konami offering it top-tier support, but it's still amusing to play yourself and very cheap. It requires some skill to play correctly and a fair bit of forward-thinking. The main thing the deck lacks at the moment is extra "flip face-down" support, with only BoM and Book of Eclipse offering that. It can be flipped face-up with a flip summon, A/D changer or Book of Taiyou, but it has less options with regards to flipping it face-down. A "grave-trap" like Advance Commander offers a little more support and doesn't promote its use in FTKs with the clause on the bottom. It's all about making Empty Jar better without sending its power through the roof.

Well, it's fairly simple. It does what it does quite well, and the Level 2 works well with the Deck it's running (if you for some reason would want to make Rank 2s at any point. It doens't do much else, and I don't really think it would be considered too unbalanced to make it do something else. I am not saying that your design isn't good, but if it did something more, I wouldn't mind myself. The "until the End phase" part needs soem clarification though. Does it work like when you banish monsters and they return again in the same position, or how does this work? Also, OCG fix:

It does its intended purpose perfectly. The only thing it does need, as Zazu said, is clarification on the last part (obviously we understand that means flip it back up, but the card needs to state that simple fact).

Nice job supporting the Deck that nobody likes to fight against.
