The controller of this face-up card cannot Special Summon. When this card is Normal Summoned change it to face-up defense position, then you can discard up to 2 cards from your hand, put "Placeholder Counters" on this card up to the number of cards discarded for this effect. Once per turn, you can remove 1 "Placeholder Counter" from this card to gain an additional Normal Summon during that turn (This effect cannot be activated on the turn it is Normal Summoned). Destroy this card if it has no "Placeholder Counters" on it.

Well, this card is horrible. Discarding two cards is a bit too much for such an effect, and the self destruction is unneccesary. Discarding 1 card would be just fine. Killing of this card's controllers Special Summoning is also harsh, especially for such a weak effect. Making it not be useable during the turn it itself is Summoned could also make it not need a cost.

Otherwise, a built in Double Summon is pretty nice, especially on a Level 4 body (amongst the only thing that warrants a cost here).

 

Overall, if you don't want it to give an additional in the same turn, I suggest the below:

"When this card is Normal Summoned: Change it to Defense Position, then, if you do, put 2 Placeholder Counters on it. Once per turn: You can remove 1 Placeholder Counter from this card; during this turn, you can Normal Summon/Set 1 additional time. This effect cannot be activated during the turn this card is Normal Summoned."

 

Otherwise, I believe you could use the following as a straight up upgrade without being to powerful itself:

"When this card is Normal Summoned: Change it to Defense Position, then, if you do, you can discard 1 card to put 2 Placeholder Counters on it. Once per turn: You can remove 1 Placeholder Counter from this card; during this turn, you can Normal Summon/Set 1 additional time."
