Therrion
I don't see the point it in being 6 and higher as opposed to 5 and higher. Why exclude Level 5's from the love? Aside from that, the fact it's a Normal Spell (SS1) that requires a chain to activate means it can't be activated the way it is worded. I'll include how you should word it down below after the review. You could make it bounce backrow too, as opposed to just monsters, as the forced 2 targets may backfire against you or make you skip out on chances to use this card. I think you could make it so if the monster was Level 7 or higher (2 Tributes), the last draw back shouldn't apply (reward for your efforts). My suggestion: You can only activate this card if you Tribute Summoned a Level 5 or higher monster this turn. Return 2 cards on the field to their owner's hand. Monsters you control cannot attack this turn, except Level 7 or higher monsters. My fix: You can only activate this card if you Tribute Summoned a Level 6 or higher monster this turn. Return 2 monsters on the field to their owner's hand. You cannot conduct your Battle Phase the turn this card is activated.

Sora1499
I suppose it would be good in monarchs as a sort of control card, but it strikes me as being rather potent. Maybe a little too potent for such easy conditions for that deck. At least it's not an OTK enabler thanks to the last clause. It's fine as-is, it doesn't need any additional fixes/nerfs/etc.
