The first clause of each monster's effect should specify when exactly each card is treated as having the Level of the monster on top of your Graveyard, if any. For example: Can Scatterstraw adopt the Level of the monster on top of the Graveyard while he is in the hand? That would make him a candidate for a non-Tribute Normal Summon. If that's not what you intended, add to the clause something along the lines of: "While this card is face-up on the field:".

 

Also, the Level changing is obsolete if you have no Xyz Monsters to make good use of it. I would love to see some Level 4 and Level 6 monsters. Also, to maximize the intrigue of such an effect, I would add Level 3, Level 5, Level 7, and/or Level 8 monsters into this archetype. That would increase flexibility. The greater variability probably wouldn't hurt if you made more monsters with effects similar to those of Drainer and Buzzer, who can manipulate the Graveyard.

 

To increase the deck's capability of Xyz Summoning, I would like to see some more swarming capability outside of Will o' Wisp. Perhaps monsters with an effect along the lines of: "If this card is the top card of your Graveyard: You can Special Summon this card." Of course, such an easy Special Summon, especially in tandem with the effects of your aforementioned monsters, would call that such a swarming ability be counterbalanced by either a cost or complete nullification of that monster as anything useful outside of Xyz fodder (i.e. making its ATK and DEF 0, or something equally hampering).

 

I'm not too fond of a two-Tributer with no alternate Summoning condition. Scatterstraw will most likely be a dead draw, as sacrificing field advantage and being able to Normal Summon is not only hard to come by, but usually not worth it. 

 

Also, please post the card text below its respective card. That makes reading easier. Overall, I see that the fundamentals of this archetype are turning out to be quite unique and have some potential for fun play. c: I hope to see some more Xyz Monsters and Spell/Trap Cards soon!

Thank you for your feedback. I especially appreciated the first clause assertion of where the effect takes place; that thought hadn't actually crossed my mind. I also thought increasing the capability to swarm was a good idea. 

 

I would like to address some things though o: 

-The level changing effect is based around the summoning of xyz monsters, and in fact I don't really see this deck seeing much play outside of an xyz heavy deck.

-For Level 4 and 6 see Will o' Wisp and Wildman; for a level 3 see Drainer.

-I was considering adding more levels (and in fact Wildman's original level was meant to be 7, but a friend advised that it would make for too easy of a dragossack because I explained the deck [including incomplete cards] to him, so Wildman was changed to a level 6.) Although I will be adding more levels, rest assured.

-I do indeed have more cards coming out (probably today from my viewpoint) that will have more graveyard manipulation as this was a key element to the deck.

-Scatterstraw is not really meant for field play; Scatterstraw's effect allows him to discard himself from the hand to the graveyard in order to special summon a Bizarro from the deck, so the real use of Scatterstraw is not to get him out on the field but to discard him (so he's on top of the grave), special summon a Bizarro of your choice, and then (if necessary) normal summon another Bizarro to xyz. If you choose not to xyz via Scatterstraw's effect you can still grab a monster from the deck that you need/want out. Although I do see that if you had two Scatterstraw in hand that one would be dead for a turn, and in different scenarios there would be a dead Scatterstraw in hand, but I believe that the options presented with his effect make it unlikely for him to be considered dead. If you have some feedback shedding more light as to how he is a dead card then please respond so I can figure out how to make him more useful c:

Moving this all to a new post, and deleting this one in a bit because I fudged up when trying to code something, now... This happened.

 

Also, since wildman can't attack during the turn he's summon I think it's kind of fair since he can't really do any harm. He is only really good for making xyz. I mean, if Wildman happens to last a turn the opponent get's time to set responses to an attack.

It doesn't really matter how effective Wildman is anyway, I'm changing scatterstraw's effect so that he summons a monster in defense, so if the monster isn't used for xyz it's gonna die.
