When this card is Synchro Summoned: You can banish 1 DARK monster from your Graveyard; Special Summon 1 monster from your opponent's Graveyard in face-up Defense Position to either side of the field. When your opponent activates a Monster Effect while that Summoned monster is on the field: Send that monster to the graveyard; negate that effect, and if you do, destroy that Effect Monster. During your Standby Phase, if you control no cards: You can discard 1 DARK monster; Special Summon this card from the Graveyard.[/spoiler]

The recurrsion is pretty nice and balanced for a 2700 Normal Monster beater at the price of a card in hand and a bare field. His Synchro Summoned ability is also good, why he can Summon to the opponent's field is beyond me but it hardly matters. The negation is a nice one-time effect.

Perhaps make the Summon either position, considering this thing is a Level 9 Synchro Monster (which tends to warrant a tad more power).

You think so? I'm worried about this thing grabbing big beat sticks and going in for the kill. Then again, I could just add a "The summoned card cannot attack the turn it was summoned."

Yeah, if you're too worried that is an option.

It would make it so you could Summon something weak in Attack Position and give it to your opponent just to add purpose in handing your opponent a creature.
