If your opponent adds a card(s) from their Deck to their Hand: You can Special Summon this card from your Graveyard. Once, during the turn this card is Special Summoned by its own effect, when your opponent activates the effect of a Spell/Trap or Effect Monster: You can pay 1000 Life Points; negate the activation of that card and return it to the owner's Deck. This effect of "Great Machine Guardian" can only be activated up to twice per turn.

A pretty obvious purpose. Anytime your opponent searches, this guy pops up, provides a wall and, if the opponent attempts to continue immedietly with their plan, gives a practically free negation. The main problem with it is that it is a giant warning sign to your opponent and its usefulness is extremely dependant on how your opponent's Deck plays and how they play. What do you think?

P.S: I think my wording might be a little off.

Well here's the thing. If you wish for it to negate the search, the way you have worded it won't work. How chains work, you will use your card to make a Chain Link 2, then it resolves. You cannot use more cards until the Chain Link has fully resolved, and at that point, your opponent has already added the card. Anyway, the effect can be seen kind of powerful, as it both provides a big wall, but also shuffles cards into the deck again. It does negate activations, so that means OPT cards can be used again, and it is a Level 9, so Xyz Summoning for Machine decks arn't gonna happen. I don't think it's that unbalanced at all, but it might be kind of useless. It is nice that it makes Machina Fortress useable with it, so it has that, and 1900 isn't half bad if you really need to attack with it. Typing works well as well.

OCG fix: Hover your cursor over the dotted lines to read my reasons for the fixes. I do not repeat if you have made the flaw more than once, instead will it be bold. Anything in italic is simple typos (if any).

It is really good as a Machina Fortress food but also in the fact that it itself is a somewhat decent card. A 2800 wall with a negation shield is pretty sweet. It sucks that it is only during the turn it is Summoned as opposed to once while face-up in general, but I guess that would be a tad overkill to have a 1000LP "Solemn"esque effect just because your opponent searched.

#DysonSphereFtw, Though not sure what easy Lv. 9 he would go into it with.

Great, balanced, and original card.

Love the effect. You wont stop your opponent from searching his deck, but anyhow, you kinda punish him for doing it. And then you actually stop him from using a monsters effect, when needed. This card is great to prevent your opponent from a lot of combinations wich really annoy me.

The artwork is great, the effect is very useful, its balanced imo and yeah. Great Card :)
