.Once every 2 turns you can discard 1 card from your hand and do 200 points of direct damage to your opponet
.For every Beast, Beast-Warrior, or Wind type monster on the field you gain 100 life points

Since it requires Attribute Specific material, it can be a tad stronger then generics. This, however, is weaker then most generics out there.

The OCG is horrible, honestly. You should check out the OCG Thread, or when you post a card and people give suggestions on how to word it, not only take their wording but also try to understand and apply the way they worded it to future effects. For more help, you can always check wording on real cards that have similar effects.

 

Now to reword your card:

 

1 Tuner + 1 or more non-Tuner WIND monsters

When this card is Summoned, this card gains one of the following effects.

* Once per turn: You can discard 1 card; inflict 200 damage to your opponent. This effect cannot be activated again until your next End Phase.

*Gain 100 Life Points for each Beast or Beast-Warrior-Type monster you control, then, gain 100 Life Points for each WIND monster you control.

 

Now, time to crack down on it.

200 damage is small, like, REALLY small. A discard is big, like, REALLY big. Suggestions? Make the burn bigger and whatever the cost easier to achieve. Also, just go ahead and make it once per turn, considering how weak of an effect burning is (see Volcanic Slicer, a Level 4 who does more damage then this without a real card advantage cost). The second effect is also bad. It is dependant on how well your field is, and overall, gaining Life Points is often viewed worse then burning your opponents, usually justifying good amount of Life Point gains on cards.

 

Now, what do I suggest?

Well, first off, a stat increase. This is a Level 8 Synchro, and that ATK/DEF stat doesn't cut it. Perhaps 2400/2800 would be better (this is especially true considering the effects don't generate advantage whatsoever).

As for the effects, I'll include what I would put to improve this card without changing the effect entirely:

 

Once per turn, you can activate 1 of the following effects.

* Banish 1 card in your Graveyard: Inflict 800 damage to your opponent.

* Gain 500 Life Points for each Beast or Beast-Warrior-Type monster you control, then, gain 500 Life Points for each WIND monster you control.

This neutralizes the cost, eliminates the need to lock in on an effect (thus making the card more versatile), adds a somewhat decent burn on the card and a solid Life Point recovery option built in (that also doubles up if you have WIND Beast-Type monsters/WIND Beast-Warrior-Type monsters, such as this card or Winged Rhynos).
