When this card is Xyz Summoned: You can target 1 face-up monster your opponent controls; banish it until the End Phase. For the rest of the turn, neither player can activate cards or effects, except for Spell and Trap Cards or effects and Xyz Monster effects. Once per turn: You can detach 1 Xyz Material to target of your opponent’s banished monsters; your opponent Special Summon that target in face-up Attack Position to your opponent’s side of the field, but it loses 1000 ATK, then your opponent can draw 1 card, and if they do, they discard 1 card. This card can only attack that target during the turn you activate this effect. When that target is destroyed: Shuffle it into the Deck and draw 1 card.

This card does a lot of things. ;_;

First off, on summon effects. Banishing, is better than destoying but it targets (not saying it shouldn't). Negation, it gets backrow something which other RK8s can't do (well #22 does), still continuous stuff only, but whatever), its selling point IMO. Also, it hits the hand and grave, great. Can't understand why you excluded Xyzs though , not even flavour-wise...

Then the OPT effects, I do not like what I'm reading. Since this does not negate its target effects (...strange), it can be difficult to find something you would not mind back on field. That and the draw is giving your opponent a +2, for you to even these odds this card needs to live, kill its target by itself (again, strange..). The fact it return it to the deck only narrows its targets all the more, cause you would not want to pick an extra deck monster.

Plus, even if you change its timing, giving you opponent a draw is such a drawback I would only put it on a broken card (DW wouldn't mind it though). XD

Anyways, not being good after its first turn is probably what makes it balance, so it's all fine I guess.

 

I'm not the best at this language, still "This card can only attack that targer during the turn you ativate this effect." IDF if you ment it, but it comes out as if that SSed target is only attackable by this card during the turn you SSed it, meaning this card can not attack after its taget after that turn. So you migh want to try something like "This turn, This card can only attack that target".
