Shifting Glacier Field Card

This is a card I have been twisting around in my head for a while, and would like some feedback on its effect. I think that the concept is fairly good, but I cant help thinking something is missing. Anyway, here is the effect.:

 

When this card is activated, destroy all Continuous Spell and Trap cards in the field. While this card remains Face-Up on the field, neither player can activate Continuous Spell and Trap cards. During either player's Battle Phase, banish all Face-Down Defense Position Monsters until the end of the Battle Phase.

 

I worked up a little concept for the card, as well.

Obviously this effect can be very useful, and its effect destroying continuous spells prevents abuse with cards like Swords of Concealing Light.

It is anti Fire Fist and anti Ghostrick. In one way, I like the first, but I hate the last. It is kind of cheap in my opinion. It needs a cost or condition, as many Decks don't use those kind of cards. I also think you shold allow cards already on the field to be activatable.

Indeed, I agree that it needs a condition, and my main reason for posting this here was to see what others thought that condition could be. The main reason for not allowing cards already on the field to be activated was to prevent massive abuse, such as using a set Swords of Concealing Light to essentially make one's opponent defenseless. It is meant primarily to lower an opponents defenses, or discouarge setting, not to end the game. :P
