Northern Sage
Cannot be Normal Summoned/Set. Cannot be Special Summoned except by its own effect. If you control a face-up "Garbage Lord": You can banish 1 DARKmonster in your Graveyard; Special Summon this card (from your hand) in face-up defense position, and if you do: Increase or decrease the Level of 1 monsteron the field by 4. You can only activate the effect of "Garbage Scrapper" once per turn. You cannot conduct your Battle Phase during the turn you activate this effect. If this card battles: All damage is halved. If this card is destroyed or detached from anXyz Monster: You can send 1 Machine-typemonster from your deck to your Graveyard. Yaaaaaaay. CnC. BoricuaBeast
Seems fun to use. Though don't you think it's too strong for a level 9? I understand the revalance with the topic title, but still. I also see some errors with the OCG. How about this: "This card cannot be Normal Summoned or Set. This card can only be Special Summoned from your hand in face-up defense position by banishing 1 DARK monster from your Graveyard while you control a face-up "Garbage Lord". When this card is Special Summoned you can increase or decrease the level of 1 monster you control by up to 4. You cannot conduct your Battle Phase the turn you use this effect. All damage your opponent takes from battles involving this card is halved. If this face-up card is destroyed by your opponent's card (either by battle or by card effect), or sent to the Graveyard to activate the effect of an XYZ monster, you can send 1 Machine-type monster from your deck to the Graveyard. The effect of "Garbage Scrapper" can only be activated once per turn. You can only control 1 face-up "Garbage Scrapper"." I'd say only being able to control one would be a bit more fair, since the summoning conditions aren't very strict, you can easily make things like Number 9: Dyson Sphere, or Number 92: Heart EarTH Dragon without an issue. Damn, that was a long effect... So, what do you think?

Sora1499
Someone else is jumping on the Rank 9 bandwagon, I see. Garbage Lord is a neat engine: works in scraps, rank 5 turbo, debris target, and has its own Rota, meaning that this thing will most likely be live. What I find neat is that it can either function as a Rank 9 or a Rank 5 enabler depending on what you want for the situation. The worst you'll get out of it is an Adreus. Being a 5k beater is also interesting, and fairly balanced since you included the halving battle damage clause. Although, there still exists the problem of this card reigning as an insurmountable beater should it survive for next turn, for little investment compared to other insurmountable beaters. Maybe find a way to fix that? Make it be destroyed during the end phase of a turn it inflicts battle damage? Have it lose 1k ATK during your end phases? While we're on the subject of restrictions, I don't think it needs the Battle Phase restriction. Rank 9s aren't THAT potent, and I doubt they'll ever become so good that a -1 involving a combo is too little investment to summon one. By the way, this card can't even make Dyson Sphere with Garbage Lord. Fancy that! It's a decent card through and through, and a better take on Rank 9 enablers than most of what I've seen. Lookin at you Konami.
