Not really all that broken, if at all.

 

However on the opposite side, I'm not sure it's all that playable, either.  Realistically, the only way I'm thinking it'd be useful is in Mecha Phantom's (because of the level manipulation effects), but it's a lot of set-up and being an equip spell that also relies on Battle Destruction makes it slow and prone to destruction.  If you at least gave it like an ATK boost (even something like 500-800), it might be a bit better, but I dunno.
