This card gains 300 ATK for each DARK Xyz Material attached to this card. Once per turn: You can detach 1 Xyz Material from this card to target 1 monster on the field; destroy it. This card cannot attack the turn you activate this effect. If this card attacks a monster while it has Xyz Material, Battle Damage is doubled.

Part of a set featuring retrained classic Normal Monsters and support. This one is quite obviously an Xyz version of Gil Garth. Attack boosting effect is an attempt to make him hearty while not altering the original monster's stats.

The problem is that it is generic, and Sky Pegasus exists. You don't want this to do the exact thing but entirely better (by not offering your opponent a way to avoid their monster's demise), however, you want it to be good. So, you can make it coexist with Pegasus (which you didn't, you made it outshine) or change the effects slightly to be comparable to a different monster (meaning not destroy upon detach as a generic monster).

The stats are fine, benefiting from DARK is fine, and the battle damage increase is cool in its own way.

Therrion, Pegasus is awful because your opponent can just pay 1k life to neg the effect.  So it's basically a 1k burn unless your opponent is really losing, at which point you've probably won anyways.

 

As for this card, it's actually pretty balanced.  A +1 monster pop on an 1800-21 body is...fine.  Perfectly fine really.  It spices up the game and the rank 4 card pool.  If anything, I'd add a clause that said "You can only control 1 'Gil Garth the Judgeless Executioner'" juuuuust to be safe.

 

And the doubling battle damage thing is ok too.  Not sure why it's there, but I guess it's fairly balanced.
