OCG could use a lot of work and the picture is in all honesty, far from suitable for a yugioh card. It's a cartoon (anime may have been acceptable) but what is really bad is that it isn't even in colour. All offical yugioh cards are in colour.

 

The card is balanced as it is although a 100 lp cost seems pretty pointless to me.

OCG: Not my thing :/

Picture: I had no clue what to use, so I used this temporal thing

Cost: Psychics usually have low costs on their own, which can grow huge over time (commander, protector) That's why I picked 100.

Psychics pay enough as it is. Adding more to it is not a good idea. Also, here's an OCG fix for you: "While this card remains face-up on the field, when a Psychic-type monster you control battles an opponent's monster, change that monster to defense position at the end of the Damage Step, and that monster's battle position cannot be changed. You must pay 100 life points during each of your Standby Phases, or destroy this card." Kinda had to remove that last part. Too stupid honestly. You could remove the maintenance cost if you choose to do so. Nevertheless, the card is ok, but not something i'd see anyone using.

I'd use it, TBH. It's a useful card if you need to stall a bit to summon your synchros, especially if you had a bad first habnd. 

I see it more as a tech card than something you'd run at three. It would probably only be played in a pure psychic build as decks like psychic karakuri wouldn't really use any defence outside of the staples.

 

The only reason this might see play is because continuous spells and traps no longer have to worry about heavy storm. Just be careful since most decks main 3 mst though.
