Since i literally just came back i'd like to make this quick and simple. I'm not as well-informed as i used to be in terms of yugioh but i try to keep myself up to date and stuff. I feel like i should get back into this card making business so im just gonna make it nice and simple trying out the new cardmaker for this site. So Enjoy <3.

Target any number of monsters you control, except tokens; then target the same number of monsters your opponent controls. Destroy those monsters, then, you can target 1 monster in your deck whose level is less than or equal to the number of monsters destroyed by this effect; Special Summon that target in face-up attack position. That monster's effect is negated and it's position cannot be changed. It is destroyed during the End Phase.

Sooooo, it's kinda like a dark hole that prevents you from gaining real card advantage and searches junk?

I suppose the inherent -1 of the card make up for the search a bit, but idk if generically grabbing any level 4 monster (cuz that's most likely gonna be the number of cards you pop with this anyways) after you nuke the field is the best design.  Also, tokens are a bit of an issue.

So, I'd add a non-Token clause to the card, to prevent Black Garden or MPB abuse.

I see where your going with the non-token clause so i'll add that also ill make it so that the monster's effect is negated, however alot of decks that can utilize this probably wouldn't care about this clause (Atlanteans, Dark Worlds, Almost any Synchro deck, etc...), but that's beside the point. To be fair, bringing out a level 4 is probably not ideal if your not using the aforementioned decks and a couple others, you won't be able to get that 4 if say i have 2/more monsters and you only have 1. It's situational enough that it involves some strategy so im fairly happy with what i made. (Besides, this was the first card i made in like months, i'm still shaky on the current meta since i quit DN cuz of the massive amounts of spellbooks and e-drags and im not an actual yugioh card player but you get the point), so yeah, i'd say i did an ok job on this but your constructive criticism is what i really needed so i appreciate that <3.

Very interesting idea, but sadly there will hardly ever be a case where it is useful excluding decks that run Level 1 or 2 monsters. Perhaps Ghostricks, since Specter can function off this so you don't simply break even. In most other cases, though, your opponent won't land 2 monsters at the same time you do.

Exactly the reason why i called it a situational card. There's quite alot of decks that can swarm though and the meta decks today arent exactly slow themselves so you might have quite alot of cases where you'd see 2 monsters on your opponents side, i mean, maybe im wrong but still. On the other hand few decks can utilize this card and they mostly dont have enough room. Not sure about Ghostricks, they seem slow IMO, i made this to support/annoy swarm decks but i dont know alot about the ghostricks so i may be missing something there. Since your comment and commander sexy's comment are extremely contradicting i dont know how else i should rework my card to make it better. Maybe quick-play so that it can stop e-drag setup into draccosack or something?

Ghostricks are all about a large field presence and with House, achieve so easily. They often can't deal with all the opponent's monsters, and have low enough of levels to Summon via this. I more so meant when your opponent has multiple monsters, you usually don't have any/maybe 1, and when you have monsters, your opponent will have none/1. Even if you do manage to hit the situational scenario, a Level 4 would result, which doesn't warrant this cards running aside from Crystal Beasts (in which case they'd go into back row, and this card could Summon Pegasus for another back row). I didn't read your response to Sora, so I didn't know you called it situational.
