I mean, Black Horn of Heaven has to be set in advance and activated in response to a Summon to destroy, but this card just lets you pick any of your opponent's special summoned monsters and kill it? And the only drawback is that your opponent can add a twisted visions to the top of their Deck? It's a bit absurd - sorry to say that but it's true :/ Overall, the problem with this card is just balance. There's no serious drawback, especially if your opponent doesn't have a Twisted Visions in their Deck. However, I do see a potential fix: let your opponent add any monster to the top of their Deck. This is a hardcore cost; you basically destroy 1 combo to allow your opponent to set up another. But atleast this way, the card's fair. Otherwise, its just too good. That's just one way to balance the card without being cliche. However, the choice is yours; I'm just pointing out that, much to my surprise, your card isn't well balanced. Smashing ground. Fissure. All of these cards are at 3.It's not like you can play this during the opponents turn: THAT would be busted.
