This is one of the boss monsters of the Gravekeepers (another is Chief, and Descendant is a pseudo-boss).  His Summoning Condition is very simple, which is to Tribute 1 GK, an alternative to Summoning him the normal way with 2 Tributes.  Also, he gains 200 ATK for each Gravekeeper in your Graveyard, so he has, at minimum, 2200 ATK when he's first Normal Summoned.  If he's Summoned late-game, when there are more GKs in the yard, his ATK can be beefy.  Finally, he actually has limited protection, allowing you to save him from destruction by tossing a GK, and this effect also buffs him up at the same time, giving him 200 more ATK.

 

While this is nice on paper, and I believe he's definitely better as a boss than Chief, he doesn't do too well in practice, because Gravekeepers have difficulty maintaining enough field presence to make this guy trivial to bring out, as they lack the speed that current decks boast.  Additionally, while his protection is nice, it robs your hand of Gravekeepers (Stele is a card, but it can only do so much), and there are many ways to get rid of him these days without destroying him.  

 

So what do you think of Visionary?

Well, he's fairly decent, but I don't really think that you really need this guy in Gravekeepers. They already got the firepower they need in Melefics, and the protection, while nice for certain things, isn't really worth it I feel. The boost is decent, and since it's already 2500 if you got Necro, that makes it even better. Not much else to say, though I wonder why they didn't make the new guy a Level 8 as well, so they could do some Rank 8 action, but eh, what ever.

It's not a boss. Gravekeepers don't want to tribute summon for such a mediocre effect and it gets ruined by so much stuff. Running it in some gimmicky Magician's circle build is decent I guess but the only bosses Gravekeepers will ever need are Malefic Stardust/Cyber End.
