Too much work and the wording is all messed up. I'm not even sure if this card would actually be worth using. I like the name and the image is awesome but the effect is kinda...meh. Well, I'm not sure how I'd change it so this feedback isn't all too great, sorry.

What about this?

Type: Spell Spell type: Quick-Play

Card text
Activate when a Fish, Sea Serpent, or Aqua-Type monster(s) is tributed, banished, or sent to the graveyard to fulfill a card's effect. When this card resolves: reveal 1 Level 3 or lower Fish, Sea Serpent, or Aqua-Type monster in your deck and add it to your hand.

Much better. I can see this card being used now. Also, in card text, Tribute/Tributed, Graveyard and Deck have capitals. Also, I'm a bit uncertain on the way you've written "When this card resolves". It seems like your card works only when a card is removed as a cost, which is kinda odd. I think it would be written like this if it were real: When a Fish, Sea Serpent or Aqua-Type monster(s) is Tributed, banished or sent to the Graveyard to activate another card's effect: Add 1 Level 3 or lower, Fish, Sea Serpent or Aqua-Type monster from your Deck to your hand.
