Zextra
Dragon Rulers don't need any more support - unfortunately, giving them their own ROTA is stupid. Card moved to Any Other Cards.

-Noel-
So u made E - Emergency Call's Dragon Ruler-equivalent? Well I suggest that u should limit this card to "you can only activate 1 "Baby Dragon Rulers" per turn" or Sth like that, because Dragon Rulers are not such a SSable monster, but they're very powerful cards when in the hand. So if you didn't give a once per turn limit to it and if this card exist I think at least it must be LIMITED or maybe banned since for Dragon Rulers, their main strategy is to fill the Grave for their fast playing and since this card act like Reinforcement of the Army but for the nowadays most annoyed monsters so this card will make Dragon Ruler Deck can reach their combo so fast, finally the pic make me laugh lol, thx for reading :)
