u should know first that there isn't any tribute effect in YGO, we tribute monster for a cost of card effect or advance summon, so ur card should be

 

"When a monster(s) on the field is Tributed to activate a card effect, if this card is in your Graveyard: You can Special Summon this card (from your Graveyard) in face-up Attack Position. While this card is face-up on the field, neither player can Tribute monsters to activate a card effect."

 

Anti-Tributing card, so many cards such as Stardust or Dracossack have their power sealed in front of this card.or maybe u can play with ur own Dracossack since this card ss itself after tributed which mean it didnt negate the first tribute's effect. in addition, idk that it's a coincidentally or intentionally, but this card lv. is 7 which mean it can played well in Dragon Rulers that also have a nice Xyz to ss this card, by just Xyz a Dracossack and use his effect, u get another lv.7 monster for Xyz.
