I like the concept, but even with the restriction there are certain decks that can abuse this card like crazy, i.e. frognarchs, which doesn't need to special summon much compared to other decks (well, depending on build I guess) and plenty of decks that, with advantage, can go a turn without SS's without much trouble. And the part of not being able to Special Summon, although won't matter much during your opponent's turn would really hinder its usefulness during your turn.
