I can see some use for this card in my ice barriers, given that they will be protected from the destruction effect. But otherwise I'm not entirely sure what to think about this card because it self-nukes your own field, but I suppose it can clear your opponents field at the same time if they hopefully don't have a mirror force, or anything else of that nature, otherwise you just lose your field.

 

What I'm trying to say is I think its a risky card, with risk being relative to how much backrow they have.

Nice that you can use it during your opponent's turn to save one of your monsters from being destroyed, and then wipe out their field in the next turn. But as Ludisir said, nuking you own field is a high price, and is probably not worth the risk in the majority of decks. 
Edit: thought this was an Official card for a minute, damn the new card maker looks fine. Allow me to expand: 
I think this has potential in a similar manner to something like Lance in terms of surprising your opponent during the Battle Phase, with the added bonus of this an 1000 ATK boost. After that, you get the perk of attacking an potentially clearing your opponent's field, which is obviously highly useful and has the capacity to cause some major damage. However, like anything of this ilk, it is easily undone due to backrow, and nuking your own field is a big disadvantage, to the point where you can only ever level the field to no monsters either side at the most. If you can circumnavigate that, however, then the effect is permanent, which is cool.

Overall, mixed feelings on this one. Also, I may wrong, but in order to treat it as an equip, don't you need to make reference to that in the card text?
