Ive always wanted a card like this, but it would still have to be limited or semi'ed. but with the January 2014 Forbidden/limited list, this cant be abused by Dragon Rulers. (Sorry about the blurry picture)

2 level 7 monsters

Once per turn, when a monster would be summoned to your opponents side of the field, you can detach one Xyz material from this card and discard 2 cards; Negate the summon and destroy it. When this card has no Xyz materials, it cannot attack or change its battle position. If this card is destroyed and sent to the graveyard while it has no Xyz materials; banish it.

I don't see why this would have to be limited or Semi'd. The discarding 2 is legit.

 

That said, limiting or semi'ing extra deck cards never made sense to me, as it was always a 1 or none deal, since very few people actually run more than 1 copy of a specific extra deck card unless its absolutely detrimental to the deck theme.
