Would you say it's balanced?

When this card is Normal Summoned: Place 1 Spell Counter on it (max. 7). Cannot be destroyed by battle. During your next Standby Phase after this card was destroyed and sent to your Graveyard by an opponent's card effect: Special Summon this card from the Graveyard. When this card destroys an opponent's monster by battle and sends it to the Graveyard: Place 1 Spell Counter on this card. This card gains 300 ATK for each Spell Counter on it. You can remove 1 Spell Counter from this card, then target 1 card in either player's Graveyard; shuffle that target into the Deck.

I would say this card is very balanced. I like the recycle potential this card can add to some decks. I might add giving it the ability to place a spell counter on itself givin how difficult it will be to put them on there otherwise. But that's your choice, it's a very nice card either way.

I thought I did give it the ability to add counters onto itself? Unless I'm missing something here...

...Wat.

So basically, its a monster that will not go away? Your opponent can't kill it in battle, and if they nuke it by a card effect, it comes back next turn. Plus, with spell counters being easily dispersible, this card can grow in ATK really quickly.

I don't really understand how people are calling this a fair card.

Counters to a card are not legitimate arguments. If they were legitimate arguments, we wouldn't have a banlist.

IE: LOL RAIGEKI IS FAIR YO, WE CAN LIKE MAGIC JAMMER IT AND STUFF!~

All cards that are immune to destruction, ARE NOT immune to both, and if they are, they have some downside (Metaeon returns to your deck and has 0 ATK/DEF).

Only exception to this is Beelze (which was very recently released in Japan), and is generally known as a "Konami Derp". A card where you can clearly tell Konami was drunk or not thinking straight when the card was made.
