You can also Xyz Summon this card by using a "Number 24: Water Cast" you control as the Xyz Material. (Xyz Materials attached to that monster also become Xyz Materials on this card.) When a monster is summoned you can detach 1 Xyz Material from this card; Negate the effects of all face-up monsters on the field and destroy them. For every monster destroyed by this effect, you lose 200 Life Points.

 

I think i did a fairly good job on this one. Its nice and balanced, not too hard or easy to summon, its name should give a hint as to where its effect came from, and since the player who uses this monster takes damage for each monster destroyed, i think its nice and fair, while still giving you an edge at the duel :) Thank you for the comments as always however :)
