All card effects that target that monster, except "Kaiser's Official"'s effect, are negated. You must control a continuous Spell Card in order to activate and resolve these effects of "Kaiser's Official". You cannot control other monsters. You can only inflict damage to your opponent through Battle Damage. You can only use the effects of "Kaiser's Official" once per turn.
