First I want to clarify that I am French, and as we know the French are really bad in English, all my text and my cards will therefore be translated which begat faults (much xD).

 

All card that I create are powerful, being specialize in it.

This card can not be normal summoned or special, it can not be invoked by sacrificing two monsters fire type of level 4 or less.

One per turn you can pay 300 life points to negate the attack of a monster or a card effect.

It would help if you wrote your post in a more readable font.

As for the card, the correct OCG should be (if i'm understanding correctly): this card cannot be normal summoned or set. This card can only be special summoned by tributing 2 level 4 or lower FIRE monsters you control. Once per turn, during either player's turn, you can pay 300 life points to negate the activation of a card effect, or negate the attack of a monster.

Pretty easy to get out with some decks, but I feel that 300 Life Points is too little, since it can negate card effects. I would increase the cost to 1000, and seperate the effect that negates attacks from the effect that negates other cards, just because it seems a bit underwhelming, and it looks weird, or just remove the attack negation, since it has 3000 atk.

 

As for the effect

"Cannot be Normal Summoned or Set. Must Special Summoned by tributing 2 Level 4 or lower FIRE monsters, and cannot be Special Summoned by other ways. Once per turn, during either player's turn,  when a Spell Card, Trap Card, or monster effect is activated OR when any player's monster declares an attack: You can pay 300 Life Points; that activation or attack is negated."
