It's degenerate. It gives additional draw power to decks that rely only on draw power. And those decks are the ones that are terrible for the game (mostly Exodia).

 

Even disregarding those, it's broken. A free LV5 outta nowhere just for running typically good cards (Duality, Jar of Greed etc), which also nets you a +1. And for the love of god why does it let you remove the mats from the deck? All that just for an Extra Deck slot.

 

You could fix the card so it's not broken by removing the draw 1 effect, and make it need the mats in hand or grave. But it'd still be degenerate and noone would want to see it printed.

 

Also some trivia: Raigeki is far from the most broken card on the banlist.

I believe there are 2 kinds of cards on the banlist: the first are those that alter or affect the core game mechanics too much, and should never under any circumstances be allowed to be playable (even if they are not obscenely strong in terms of pure winning power), because then the game just goes poof. I don't exactly rank these, they all deserve an equal amount of non-existence. The two you mentioned belong here, others are Exchange of the Spirit,

Then there are those that are just too strong to be allowed for use, but do not completely send everything out of the window. Raigeki belongs among those, but it's nowhere near the top of the list: Chaos Emperor Dragon, Graceful Charity, D-Hero Disk Commander, Card of Safe Return, Change of Heart, Imperial Order, Painful Choice and Magical Scientist, while not necessarily more dangerous in any given situation, are all far more dangerous for the game as a whole. And that's just off the top of my head.

...but the OP managed to make something that'd actually rank among those listed.
