HugPhoenix
Cannot be set. Must be tribute summoned by tributing 2 "Mega Monarch" Monsters, including 1 monster whose original name is "Thestalos the Mega Monarch" while having no cards in your extra deck, and cannot be summoned by other ways. When this monster is successfully summoned, send all cards in your opponent's hand to the graveyard and inflict damage equal to 400x the amount of sent cards. You can only summon 1 "Reigning Monarch" monster per duel.
Progenitor
Hmmm. It seems a little overpowered, until you consider the downsides. It would be ridiculously hard to get out, as keeping 2 mega monarchs on the field isn't easy at all. I also like that it isn't you can on only summon 1 "Thesalos the reigning monarch" per duel, but that it is actually just "reigning monarch", so if there were more, you would probably only run one. I think it is extremely situational, but all in all balanced. People will probably say that that is way too much damage, but you have to consider how slow the monarch deck is. By the time you get this thing out, they will only have about 4 cards max in their hand if they are playing a legitimate deck. that would only be 1600 dmg, so i think its pretty fair. I might even suggest bumping it up to 500x, though anything past might be pushing it
HugPhoenix
Originally i had it at 3000/3000 with only 300x the sent cards, then i realized it isnt like the others, and should deal a little more. At 3500 it would make a good beater, and 400x i feel is still much, but at the same time fair since the monster itself isnt immune to any effects.
