Lore:

2 or more Level 4 "Mecha Phantom Beast" Monsters (max 4)
When this card is Xyz Summoned; If your opponent controls more monsters than you do; Special Summon "Mecha Phantom Beast Tokens" (Machine-Type/WIND/Level 3/ATK 0/DEF 0) equal to the difference. While you control a Token, this card cannot be destroyed by battle or card effects.  During your Main Phase, you can Tribute 1 Token to Special Summon every monster attached to this card as Xyz Materials.  Those monsters cannont be used for an Xyz summon, except the Xyz Summon of a "Mecha Phantom Beast" Monster. During the End Phase re-attach any of those monsters that are still face-up on the field.  You can only use the effect of "Mecha Phantom Beast Horrsea" once per turn.
 
All the names of the MPB monsters are an animal combined with a type of aircraft.  As such this card is a Sea horse combined with the Airspeed Horsa, a WWII British glider that was designed to carry troops into battle and was later modified to carry bombs.
 
This was also the inspiration for the effect.  The card acts as a "troop carrier", summoning and retreating the monsters used as its materials.  Its seems kinda dumb, but if used correctly, it can set up some ridiculous combos.  You can use the OPT effect of any MPB more than once in the same turn buy re-summoning it, so you can make this Xyz, re-summon, and recycle the effect.
 
Also, it should be noted that this card is amazing is Coltwing is one of the mats.
 
Finally, it is worded that you HAVE TO summon all the mats if using eff, and if you don't have enough room, you cant use effect, so you have to mind the space on your field.
 
Any tips?  Any OCG fixes?  Any criticism in general?

I'm having trouble finding a pic of what I want.  Then again i suppose not many people are just gonna up and draw a seahorse plane, and I certainly have no artistic talent to do so.  If I can actually find a pic, I will update.

More importantly, why is its effect... a carbon copy of New Orders 12.

 

Its broken. Because the monsters themselves fuel it. Summon a token, overlay, tribute token SS both, summon token, overlay, Tribute token. again, and again.

 

Its a loop. Its broken.

I see your point in the loop, but I don't see much you could do with it.

 

Changed the effect slightly to prevent this.

I really don't see it.

 

With the clause at the end there, it prevents the effect from being used twice, regardless if it is a new monster.

 

It basically means congratulations, you made two horrseas, now you have 2 2100 beaters until your next turn.  Unless there is a way around that effect, I really don't see the loop.
