I kinda see your point, but that just prevents end phase abuse.  Its still basically a quick play heavy that only hits your opponent.  Maybe if it had a cost or something to balance it a bit, but right now it can still be abused

If the opponent is so stupid as to drop so much backrow and not have a counter, then he deserves to be wiped out by this or Storm -- and unlike Storm, this doesn't promote OTK shenanigans -- in fact, it allows prudent opponents to set anew while encouraging (non-Artifact) creativity.

 

So looking at it as if it's a Quick-Play Heavy Storm is altogether inaccurate.
