I kinda see your point, but that just prevents end phase abuse. Its still basically a quick play heavy that only hits your opponent. Its still basically a quick play heavy that only hits your opponent. If the opponent is so stupid as to drop so much backrow and not have a counter, then he deserves to be wiped out by this or Storm -- and unlike Storm, this doesn't promote OTK shenanigans -- in fact, it allows prudent opponents to set anew while encouraging (non-Artifact) creativity.
