I don't know how difficult it would be to summon this so I can't comment on how balanced it is, but

This card cannot be destroyed by battle. You can pay 2500 Life Points for to activate one of the following effects:

Destroy all of your opponent's monsters your opponent controls

Shuffle your opponent's hand

Destroy all Spell and Trap Cards on the field

Special Summon 1 Level 4 or lower monster from your Graveyard

Shuffling your opponent's hand seems kind of pointless, IMO. Only thing that usually gets shuffled is the Deck.
