Your thoughts on this because, I think I there is enough restrictions on this caard to be at 3?

This card is not half bad actually. A pseudo-Daigusto Emeral like effect and Foolish Burial in 1 card makes this card decent, and the level restriction is a nice touch. However, it being a normal trap card makes it kinda slow, and requires set-up to be used for mid-late game.

This would probably be at 3 since it requires considerably more setup than Foolish Burial. It's chainable and slightly more splashable than Mathematician because you don't have to Normal Summon it.

 

...and if you do, during your next Standby Phase; Draw 1 card.

It was written as a Lingering Effect, not an effect that activates in the Standby Phase, which makes sense as it comes from a Normal Trap Card. Though the effect should only have one semicolon.
