Target 1 monster on the field:  Halve that target's ATK, but it cannot declare an attack, be Tributed, be destroyed or targeted by card effects, destroyed by battle, used as an Xyz, Fusion, or Synchro Material monster, also its effect(s) are negated.  If that monster is the only monster on its controller's side of the field:  Any attack directed at that monster becomes a direct attack.

This essentially takes a monster off the field. All it keeps is its DEF. Card is reasonable because you cannot use multiple copies without locking yourself down.

 

The first effect should have a semicolon. "Halve" should not be capitalized. The last effect should not have a colon because it is a condition, not an activated effect.
