On your opponent's turn it can revive another defender or a setup card for next turn. The defender won't have more ATK than the thing that triggered it.

 

If your opponent attacks in Gorz order (small-to-big), you can wait for the last attack to revive a big monster to do work on your next turn, or revive a small monster that your opponent will not want to run over for fear of reviving something massive.

 

If your opponent attacks big-to-small, you get a big monster and block a bunch of attacks. So there's no reason to.

I like the card, would be much more balanced as a normal trap card, otherwise having 3 of these out at once, and no "once per turn" or "this effect of X can only be used once per turn" clauses make it easy to work with and abuse.

 

Quick text fix:

 

When you take Battle Damage: Target 1 monster in your Graveyard with ATK equal to or less than the amount of damage you took from this battle; Special Summon that monster. You can only use the effect of "Provocation of Fate" once per turn.

 

That would be my suggestion anyway. main changes in the text I provided are 1) Can only be used once per turn, so having multiple copies wont make it op'd, unless that was something you wanted to be able to happen. 2) the card now targets the monster in the graveyard (I assume you intended the card to target), instead of choosing and summoning at resolution. Just a small balance check.
