Not being able to target it at all (effectually) is a bit much for a Level 1. Add in that it cannot be destroyed by battle. And it just seems kinda broken. Add in that it cannot be destroyed by battle. And it just seems kinda broken. Is it kinda overpowered? Yes it is. But keep in mind that it requires dedication and its own deck concept. You cannot just add this card to any kind of Deck, as its restrictions, especially that you cannot SS from your Extra is a huge disadvantage and slows you really down. You cannot even drop it by 141, you need several techs to dump it to the Graveyard, then bring it back (Foolish -> Uniflora), or just NS it. Maybe I could add another criterion, for example that it cannot be Normal Summoned, or you can only have 1 face-up Waja on the field.
