Simochi support, yay.
Activate only when your opponent activates a Spell or Trap Card; Pay half of your Life Points to negate that card’s activation and destroy it, then: your opponent gains the same amount of Life Points you paid for the activation of this effect.
I don't know if it's balanced or not. LP payment isn't comparable to negation. What it does, it does very well, but unlike Solemn Judgment it can't protect you from a monster.

You don't really get the point, do you?

It's Bad Reaction to Simochi support, which makes it so that everytime your opponent gains Life Points, it inflicts the same amount to his LP instead.

@Buddha: thanks :D

So basically when simochi/reficule is face up on the field, it becomes "Pay X, negate and destroy, Inflict X to the opponent"

This would end up on the list very soon, it's quite powerful

Yup. I thought adding more viable Simochi support is necessary since this deck has only one possible build, adding more variety could be good.
