[ Machine / Tuner ]

When you take control of an opponent's monster:  You can Special Summon this card (from your hand or Graveyard), and that card you took control of becomes Level 4 (even if it has no Level).  You cannot Summon monsters, except "Chiptune" monsters.  When this card is used for the Synchro Summon of a "Chiptune" monster:  Target 1 monster on the field;  Return that target to the hand.

[ ATK: 50 / DEF: 100 ]

Chiptune 16

LIGHT | Level 2

[ Machine / Effect ]

When this card you control is destroyed by battle:  Take control of the monster that destroyed it, until the End Phase, then Special Summon up to 2 "Chiptune 16" monsters from your Deck.  You cannot Summon monsters, except "Chiptune" monsters.

[ ATK: 100 / DEF: 150 ]

Chiptune 8

LIGHT | Level 1

[ Machine / Tuner ]

You can discard this card and banish 1 "Chiptune" monster from your Graveyard:  Take control of 1 monster your opponent controls, until the End Phase.  While this card is in your Graveyard:  You cannot Summon monsters, except "Chiptune" monsters.  If a Level 5 or higher "Chiptune" monster you control would be destroyed:  Banish this card from your Graveyard; That card is not destroyed.

[ ATK: 50 / DEF: 75 ]

Chiptune 32

LIGHT | Level 6

[ Machine / Effect ]

When this card is Tribute Summoned:  You can Special Summon 1 "Chiptune" monster from your Deck, then target 1 card on the field:  That card's Level becomes the Level of the Summoned monster, until the End Phase.  You can only control "Chiptune" monsters.

[ ATK: 200 / DEF: 500 ]

Chiptune 64

LIGHT | Level 8

[ Machine / Synchro / Effect ]

1 Tuner monster + 1 or more non-Tuner monsters

If this card would be destroyed by battle:  Take control of the Monster that would have destroyed it instead.  A Monster taken control of this way cannot declare an attack, and is destroyed during the End Phase.  This card's ATK is equal to double the total ATK of all "Chiptune" monsters in your banished zone and Graveyard.  You can only control "Chiptune" monsters.

[ ATK: ? / DEF: ? ]

Chiptune Genesis

LIGHT | Level 10

[ Machine / Synchro / Effect ]

1 Tuner monster + 1 or more non-Tuner monsters

When this card is Synchro Summoned:  Take control of 1 monster your opponent controls, then switch control of this card to your opponent.  When this card is destroyed by battle and sent to the Graveyard:  Special Summon "Chiptune" monsters from your Deck, equal to the amount of monsters on your opponent's side of the field.

[ ATK: 1000 / DEF: 200 ]

Genesis could be a level 6 or 7 not 10, CT (shortened Chiptune) 16 and 64 have the same sort of effect.

And 64's effect: "This card's ATK is equal to double the total ATK of all "Chiptune" monsters in your banished zone and Graveyard." could be alright but still low ATK and DEF, that will put some people off using this deck. Possibly change it to "This cards ATK and DEF is equal to the amount of "Chiptune" monsters in your graveyard x300." That way you get a slightly powerful monster in a deck without much. (its attack would only be 500 with your effect just from the Synchro summon, but 900 with mine. Your monsters are going to be destroyed in a duel so it will power it up a lot.)

And consider adding a continuous spell card with an effect like Limiter Removal, for a power boost.

See, the problem with 64 is that it's not supposed to be an early game beater - it's meant to come out lategame and completely stomp the field with massive attack.  Early game it's more of a risky niche problem solver.

Firstly, the order of operations for 64 is that you're supposed to summon Genesis first - swap control, destroy him by battle, then summon materials for 64 from your Deck, and Synchro Summon using their monster as a material (if possible).  Thanks to having 1000 ATK, Chiptune 64 will have at least 2000 ATK when you summon it this way, which is decent.  It only ramps up further the more you put into the Graveyard.
