Just an idea i had...

 

2 or more (max 4) Special Summoned Level 8 Monsters

This card must be Special Summoned by Xyz Summon while 2 or more of your monsters are banished, and can not be Summoned by other ways. The Xyz Summon of this card cannot be negated. When this card attacks, your opponent cannot activate cards or effects until the End Phase. Once per turn, you can detach 1 Xyz Material from this card; if the top card in your Graveyard is a Level 8 Effect Monster, this card gains the effect(s) of that monster in your Graveyard until the end of your opponent's next turn. While this card has no Xyz Materials, its original ATK becomes 100 higher than the current ATK of the monster on the field that has the highest ATK, besides "Black Luster Knight - Harbinger of Eternity" (your choice if tied).

So im geussing this is an Xyz for the 'Envoy' cards?

I dont know there effects but this seems to be a very powerful card indeed. (id Love to see this on the field with The Wicked Avatar lol)

 

So since i dont know much about the 'Envoy' Cards i cant say much but you could use his effect with other level 8 monsters by putting them in your 

deck to discard.

 

I also like the 100 more then the strongest monster effect, i kinda makes the opponent have to use an spell or trap on him.

Yeah, it's for the envoys. I made it powerful but was also careful to leave ways around it. Several cards inspired its effects, but mainly i wanted a boss for the envoys (as if they needed one)
