3 Level 8 Dragon-Type Normal Monsters
You can also Xyz Summon this card by using 1 Rank 6, 7, or 8 Dragon-Type Xyz Monster you control as the Xyz Material (Xyz Material attached to that Xyz Monster become Xyz Material of this card. This Summon is treated as an Xyz Summon.) When this card is Xyz Summoned: Tribute 1 monster on the field or in your hand, otherwise, banish this card. If your opponent would Summon a monster, except by Tribute Summon: you can detach 2 Xyz Material among face-up "Hieratic" Xyz Monsters you control; negate the Summon and destroy it. If this card would be destroyed while it has Xyz Material: Detach 1 Xyz Material from this card OR tribute a monster from your hand or your side of the field instead. This effect of "Hieratic Seal of Judgement" can only be activated twice per turn. During each of your End Phases: detach 1 Xyz Material from this card or destroy it.

The card's interesting, but it also feels overwrought, somewhat. In pursuit of a very very specific design niche, you've been forced to build in all sorts of limitations and extra conditions and stuff that just bloats the effect text of the card to insane degrees, making the font almost unreadably tiny. Are you sure you can't cut some of the fat and simplify the effect? I understand that the 'you can prevent this card from being destroyed by detaching 1' part is to counterbalance the 0/0 stats, but you could also just give it some very mediocre stats and remove the anti-destruction effect.

I tried to cut out some of the bloat, but it's up to you to decide if the changes are improvements.

You should probably keep it at 0/0.

3 Level 8 Dragon-Type Monsters

You can also Xyz Summon this card by using 1 "Hieratic" Xyz Monster you control as the Xyz Material (Xyz Materials attached to that monster also become Xyz Materials on this card. This Special Summon is treated as an Xyz Summon.)This card cannot attack. When this card is Xyz Summoned: Tribute 1 other Dragon-type monster on your side of the field or in your hand: This card's original ATK and DEF become the same as the original (printed) ATK and DEF of the Tributed monster. During either player's turn, if your opponent would Special Summon a monster: You can detach 2 Xyz Materials from this card; Negate the Summon of that monster and destroy it. Once per turn, if this card would be destroyed while it has Xyz Materials: Tribute 1 monster from your hand or your side of the field instead.  During the End Phase, if you activated this effect: Attach 1 Dragon-type monster from your Graveyard to this card as an Xyz Material.
