During either player's turn when a card or effect is activated, that banished a card(s) from either player's hand or Graveyard at activation: You can Special Summon this card from your hand, and if you do, negate the activation of that card and destroy it.

This would be very nice for running Chaos if it weren't for the negation and destruction part. I understand it needs to be balanced, but I'd prefer to see a different sort of drawback. Maybe just negate the activation of the card, but not destroy it?

 

Another suggestion; the name needs to change. I'm guessing you didn't really care much for the name, either? Maybe something like "Hummingbell", since it's a "Tune"r? Or maybe "Early Bird of Peace" since it involves negation of Chaos-style effects and is Special Summoned somewhat suddenly? Just brainstorming.

I was feeling this card when I read it, and I still do now. Perhaps the card should Negate the card and return it to the hand? That way you go +1 and your opponent has to re-use a card that may have a taxing cost (BLS, etc.) on their strategy. If you do so, you may want to give yourself life points for that. Here's how I feel:

 

During either player's turn, when a card or effect is activated that banished a card(s) from either player's hand or Graveyard as a cost for its activation, or immediately after it resolves: You can Special Summon this card from your hand, and if you do, negate the activation of that card and return it to the hand. When a card you own is Banished by your opponent's card effect, gain 800 Life Points.
