Overpowered Spell! But how often can it be used?

Have you ever had that duel, where you were one monster away from being able to stop your opponent from Otk'ing you? Tell your monster you want it, tell your monster you want it NOW!
Potentially overpowered card, but very difficult to use since you have to have 8000+lp and essentially risk defeating yourself just to summon a monster.
Should it be a 6000lp cost?
Should you only be able to activate this card's effect by drawing it by conducting your normal draw phase?
After you use this card to summon the monster it immediately becomes the end phase, so you cant attack with or use the monster's ability (Unless it activates upon being special summoned).
Limited to 1 copy per deck.
